General Description:

The Health program in Bekaa aims to improve the quality and accessibility of health services for a population that already before the Syrian crisis was often underserved, and that now is seeing their vulnerability increasing due to the combined effects of the socio-economic crisis, the COVID-19 pandemic, and the cumulative effects on the health system caused by these.

The focus of the PHC strategy in Lebanon is on mother and child health (MCH), non-communicable diseases (NCDs), and strong integration with other ICRC health programs such as Mental Health and Psycho-Social Support (MHPSS), Physical Rehabilitation Program (PRP), and Hospital Support Program, to ensure continuum of care for patients in need.

Job Summary:

Health Field Officer contributes to implementing, running and monitoring the health programme(s) in cooperation with the health team, according to the objectives set out in the delegation’s annual planning (Planning for Results) for a specific geographic area or field of activities. Based on the skills required for this position, s/he has the capacity to oversee programmes with a degree of autonomy (e.g. delegations with remote management) and/or deliver services with autonomy (e.g. hospital settings) and contributes actively to planning and coordinating health activities at field level

Functional responsibilities (70%):

  • Implements the health programs (assessment, planning, monitoring and evaluation) in the Bekaa
  • Participates in analysis of and reflection on the overall health situation in Bekaa and contributes to realistic project proposal within the delegation’s objectives and priorities.

– Conducts assessments and regular field visits to monitor activities and health-related threats to the population.

– Has prime responsibility for the implementation and follow up of the Primary Health Care (PHC) Programme in the Bekaa.

– Liaises with the ICRC midwifes in Rafic Hariri University Hospital (RHUH) in Beirut in order to follow up Mother and Child Health (MCH) services in the supported facilities to ensure the continuum of care between the services, including facilitation of referrals of Gyn-Obs emergencies.

– Liaises with the ICRC Hospital team to establish where needed, and maintain where present, functional referral pathways and timely case follow-up.

– Is responsible, on a rotation system with all other Health Field Officers across the country working on the hospital file, of answering calls received on the hotline for patients’ referrals to RHUH or other supported hospitals, with a particular focus on stabilization of weapon wounded. This task can require work outside of official working hours (8h-16h30).

– Visits and closely monitor patients admitted in ICRC contracted stabilization hospitals.

– Ensures regular ordering and delivery of supplies to the supported PHCs / ordering and delivery of biomedical equipment to the supported PHCs

– Participates actively in capacity building of the supported health centres and communities: analyses gap of competencies and contributes to the development, organization and dissemination of trainings according to the needs and in line with programmes strategy and ICRC framework.

– Liaises and builds networks with authorities, external interlocutors and relevant stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes.

– Works closely with the health team and other departments at Sub-Delegation (SD) level and timely shares relevant information.

– Coordinates with other departments or other actors for the referral of beneficiaries according to criteria.

– Presents the ICRC principles, mandate and activities to interlocutors and beneficiaries if needed.

Administration, reporting and communication (30%):

– Maintains a clear line of communication between his/her direct supervisor and his/her technical supervisors in the Health Coordination team.

– Ensures key programme, context and technical information is shared promptly with the deputy health coordinator.

-Develops and/or contributes as required to specific reports e.g. minutes of meetings, field trip reports, quarterly technical reports, project documents, concept notes, protocols, etc.

– Ensures necessary administrative work is completed in a timely manner.

– Is responsible for the completion relevant reporting for Primary Health Care (PHC) and hospital program in the Bekaa; ensures the reliability and consistency of the collected data.

-Is responsible of the collection, monitoring and follow up of data and related reimbursement in Health projects (PHC & hospital) for Bekaa.

-Registers and treats information (general and specific) accurately and with confidentiality.

-Actively participates in team meetings and planning in Health department, SubDelegation and as otherwise required.

– Actively participates in stakeholder mapping, networking, and internal/external meetings for the Area of Responsibility (AoR) under the guidance of the Head of SubDelegation (HoSD) and the Advisor.

-Is responsible for organizing field trips and liaises and following ICRC procedures.

-Participates in financial monitoring of the cost involved in the projects/activities supported.

-Works in collaboration with other members of the team following the communication lines, being respectful and diplomatic as a part of a multidisciplinary and multicultural team.

Emergency response (upon needs and depending on the occurrence of possible health emergency):

-Is responsible of conducting, under the supervision of the Head of SubDelegation (HoSD) and technical guidance of the Health Coordinator and any relevant Program Manager, a rapid health needs assessment in case of a sudden onset emergency in his/her Area of Responsibility (AoR)

-Is responsible of facilitating, under the direct supervision of the Head of SubDelegation (HoSD) and close coordination with relevant team members, any emergency health response in the Bekaa, ensuring coherent approach within Health programs and collaborating with other departments at Sub-Delegation (SD) level

-Is the primary interlocutor of the local Ministry of Public Health (MoPH) representatives and other authorities or international/national humanitarian actors for all supported facilities in the Bekaa.

Position Requirements / Minimum Qualifications:

Years of experience required: 3 to 5 years of total work experience (including 2 years of clinical experience)

2 years of NGO experience

Level of education: Bachelor’s degree

Field of education: Medicine or Nursing

Languages: Fluent written and spoken in Arabic and English. French is an asset.
