Purpose of the post
The Humanitarian Affairs Adviser for Kuwait enables the GCC Regional Delegation to understand and influence the wider humanitarian environment in the GCC with main focus on Kuwait. S/He designs and delivers effective diplomatic and policy strategies and shapes the Regional Delegation’s engagement with humanitarian, multilateral and regional fora in line the GCC strategy and annual objectives while joining the dots with the Regional Strategic Framework for the Middle East and the ICRC humanitarian diplomacy priorities globally. S/He contributes to the thinking and strategies of other policy/diplomacy hubs.
Responsibilities include:
- Understands the main views and policy objectives of key government bodies, UN agencies, humanitarian organizations and NGOs and the dynamics related to humanitarian affairs.
- Advises the GCC Regional Delegation on national and regional issues and political affairs and how they impact/relate to humanitarian action
- Designs and delivers the ICRC’s national diplomacy and policy objectives and contribute to regional/global diplomacy and policy as required.
- Crafts, builds and maintains a strong national network of stakeholders connected to humanitarian affairs important for both the delegation and the ICRC as a whole.
- Engages with humanitarian coordination structures as agreed with the Head of Regional Delegation.
- Engages with the network of different global to leverage better policy/humanitarian diplomacy.
- Represents the ICRC Regional Delegation in key fora independently.

Certifications/Education Required
- University degree in relevant subject (e.g. international relations, social and/or political sciences)
- Doctorate/Master’s degree or specialization in a related subject/policy issues a must.
- Fluent command of English and Arabic.
- Computer proficiency (Windows environment, Microsoft and online collaboration tools).
Required skills and experience
- Typically, 10-12 years’ overall professional experience.
- At least 8 years’ experience in humanitarian or political/diplomatic affairs.
- People management experience an asset.
- Prior ICRC field experience and/or experience with government Foreign Affairs or similar.
- Proven experience in cultivating networks and influencing others.
- Strategic understanding or national/regional/global relations and their interplay with humanitarian affairs.
- Knowledge of multilateral organizations/for a/agencies and platforms.

The International Committee of the Red Cross (ICRC), established in 1863, works world wide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and a the same time promote respect to International Humanitarian Law.
We are an independent and neutral organisation, and our mandate stems essential from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their international Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the intentional activities conducted in these situations.
The ICRC has been in Kuwait since the 1990–91 Gulf War and operates in the GCC in KSA, UAE and Oman. It focuses on humanitarian needs remaining from that war or arising from current armed conflicts and other situations of violence in the wider region. Its work includes activities for people deprived of their freedom in the countries covered and the promotion of IHL and its own role as a neutral, impartial and independent humanitarian organization, among governments and other circles. Strengthening partnerships with the Red Crescent Societies of the region is another priority, along with resource mobilization and coordination with other actors.
The ICRC’s Kuwait City delegation promotes the incorporation of international humanitarian law into national legislation and conducts military training in countries of the Gulf Cooperation Council. It also protects detainees and handles humanitarian matters arising from the 1990-1991 Gulf War.
