The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. In February 2012, the High National Elections Commission of Libya (HNEC) was put in place and a joint UN electoral team has been supporting the HNEC since, in particular the organization of election of the General National Congress which took place on 7 July 2012 which were widely praised as credible. The team also supported the February 2014 Constitutional Drafting Assembly elections and the June 2014 House of Representatives elections. Under Libyan leadership, UNSMIL and UNDP are jointly supporting future electoral process(es) based on their expertise to ensure effective decision-making and planning. For this purpose, The Promoting Elections for the People of Libya Project (PEPOL) was established to provide a comprehensive range of electoral support through the integrated UN Electoral Support Team.
The UNDP Libya’s national elections project ‘Promoting Elections for the People of Libya’ (PEPOL) is integrated with UNSMIL as part of the UN’s Electoral Support Team (UNEST). UNEST provides technical electoral assistance to the High National Elections Commission (HNEC) to enhance its capacity and readiness to hold national elections. Currently, the UNEST is supporting professional and institutional capacity development of the HNEC, ensuring its preparedness to conduct national elections, and contributing to an environment that is conducive to a peaceful transition of national leadership.
Duties and Responsibilities
Gender officer will work under the overall supervison and guidance of the Chief Technical Advisor/ Project Manager and in coordination with UNDP CO Gender Advisor.
S/he will be responsible to implement, monitor and report progress on the PEPOL Gender Action Plan, the Gender officer will coordinate with the UN Electoral Support Team (UNEST) to support the High National Election Commission (HNEC) and in particular, to the Gender Unit and its activities. S/he will help promote a client, quality and results-oriented approach in her/his work. S/he will work in close collaboration with the UNEST team, UNDP CO, UNSMIL and other staff of UN agencies, sharing information and ensuring consistent service delivery with an eye to complying with UNDP rules and keeping with donor requirements
The successful candidate will have the following specific responsibilities:
- Undertake an ongoing analysis of relevant developments related to the project focus areas, including elections, gender equality, voter education and women’s empowerment, and recommend necessary actions and adjustments to project activities;
- Prepare policy papers, briefing notes, thematic reviews, and speeches, as needed;
- Mainstream gender throughout the project implementation, including but not limited to undertaking necessary interventions and provide relevant inputs for highlighting gender related issues;
- Ensure that gender-disaggregated data is collected and collated according to the monitoring and evaluation framework of the project;
- Develop and implement the existing annual PEPOL Gender Action Plan;
- Monitor progress in implementation of the PEPOL Gender Action Plan and revise as necessary, in order to achieve stated targets;
- Support national project partners (HNEC/Gender Unit) to implement activities related to gender and inclusivity, prioritizing PEPOL donor commitments;
- Support the HNEC Gender Unit to design results-based strategic action plans, to monitor and evaluate progress towards their its own strategic objectives and produce reports, information and advocacy products;
- Support national project partners to identify and address internal capacity needs, including organization or direct implementation of learning/training opportunities;
- Support HNEC departments to embed gender principles in planning and implementation of their respective action plans; and to and include gender indicators in designing, monitoring and evaluation of action plans;
- Support PEPOL/UNEST Advisors to design gender inclusive plans, gather and analyze gender indicators; and ensure gender inclusivity throughout project activities, materials and events;
- Advise and support PEPOL/UNEST Advisors and project staff, as requested;
- Contribute to special, gender related events, including but not limited to International Women’s Day;
- Guide and support project consultants to deliver results as per their respective terms of reference, including organization of meetings, stakeholder interviews and field trips;
- Liaise with UNDP Libya Gender Programme Analyst to ensure complementarity of efforts;
- Provide information and communication materials to the UNDP Libya Senior Management Team, Gender Programme Analyst, Communication Department and Resource Mobilization Officer, upon request;
- Contribute to monthly project/donor updates and annual reports;
- Support the UNDP Libya Country Communication Department to develop a gender communication plan, contributing donor/advocacy materials and social media content, where relevant;
- Review and edit the PEPOL Gender Action Plan annually, incorporating organizational objectives and approaches; accommodating progress, achievements and challenges; and drawing on lessons learned.
- Propose and provide inputs related to gender equality (visuals and written content, digital media campaigns and social media-related inputs) and participate in development and implementation of the gender equality activities;
- Identify best practices, lessons learned and beneficiary feedback that could be used to prepare key messages and advocate for improvement of gender equality in the election;
- Facilitate and initiate capacity building on gender equality and women’s empowerment through training, workshops and other activities, where relevant;
- Act as a focal point to build bridges between various partners and develop a coordination mechanism that allows to share information and to harmonize the work carried out by different partners on gender mainstreaming.
Institutional Arrangement
The Gender officer, under the overall guidance and supervison of the Chief Technical Advisor/ Project Manager of PEPOL Project and in close coordinatin with UNDP CO Gender Advisor is expected to provide efficient and effective support to the goals and objectives of the PEPOL Project as it supports the HNEC.

Master’s Degree in fields related to gender studies, Political Science, Law, Public Policy, Development Studies, Human Rights or any other related field or

- Minimum 2 years (Bachelor’s degree)of relevant experience at the national or international level in journalism, mass communications, sociology, or public relations or any other related field;
