ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is the leading humanitarian organisation saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. As the international community has committed to ending hunger, achieving food security, and improved nutrition by 2030, one in nine people worldwide still does not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

WFP Iraq Country Office is implementing a number of projects on social protection which covers evidence generation, policy advisory, digitalization of social protection schemes, and establishment of a single registry.

JOB PURPOSE

A programme assistant position is envisioned to provide support to the programmatic and operational aspects of the social protection programme implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the programme implementation through programmatic and operational interventions
  2. Support knowledge management, information sharing and record keeping for social protection programmes in Iraq Country Office.
  3. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  4. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. social protection, resource utilization, programme status, performance) in order to support operational decision-making.
  5. Perform accurate, timely recording of data within the specific technical area of work (e.g. evidence generation, resilience, school feeding, digitalisation of social protection systems) following corporate standards and guidelines.
  6. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  7. Support communication and activities with local partners, agencies, NGOs and government institutions.
  8. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  9. Other tasks and responsibilities as they emerge during the course of project implementation

FUNCTIONAL CAPABILITIES:

Internal Controls & Compliance: Utilizes understanding of risk management approaches and internal controls to monitor projects and programmes to confirm regulatory compliance and ensure data integrity.

Performance Budgeting, Reporting & Analysis: Manages budget, business planning, and forecasting discussions on a programme-wide level, integrating financial resource information from a portfolio of projects to analyze effectiveness and financial viability.

Resources Management (People, time, assets, etc.): Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders.

Financial Management and Accounting Principles:          Monitors and advises senior leaders on the financial status of projects and programmes, tracking outcomes to ensure transparent and effective utilization of resources.

Supply Chain and Operations Knowledge: Demonstrates thorough understanding of WFP programme and financial policies, business processes and applies these in the implementation or support of WFP programme interventions.

STANDARD MINIMUM QUALIFICATIONS

Education: At least a bachelor’s degree

Experience: At least 1 year of work experience in Programme implementation

Language: Fluency in both oral and written communication in the English and Arabic languages.

TERMS AND CONDITIONS

Position Title: Programme Assistant

Grade: SC 4

Contract: Service Contract

Duty Station : Baghdad, Iraq

Salary: Starting at USDper 1725  month.

Medical Plan: Valid medical plan for the staff member, spouse, and dependent children under 18 years

Annual leave: 30 working days per annum
